HSM/240 Final Project: Creating a Social program I am creating a social program that identifies the social problem of homelessness. I am creating a shelter and transitional housing program for families who are homeless or are about to become homeless. The demographic area that I have chosen to place this program is located in Seattle, WA. Homelessness is a growing problem in the Seattle area due to a lack of affordable housing.
The average rental rate for a two bedroom apart is 985. 00 a month for a two bedroom apartment. An individual would have to make nearly 20 dollars and hour in order to afford their own home. Judy Lightfoot, Seattle Post-Intelligencer.
Each year Seattle counts the number of homeless individuals in an effort to end homelessness by creating more accessible shelter services for the homeless. In January of 2010, there were over 8,349 homeless individuals counted on a single January night. What were the contributing factors to homelessness? Poverty due to low wages- Many of the individuals interviewed had minimum wage jobs and could not afford basic necessities such as food and utility costs. Domestic violence- In January of 2007, 7000 homeless women were victims of Domestic Violence.Many of these women did not feel safe in their environment and fled from their living conditions. Psychiatric disorders and other illness- 20 -25% of homeless individuals suffer from untreated mental or psychiatric illness. Many individuals, who have been released from hospitals or prison, are turned to the streets with few options for shelter.
Many of these people resort back to a life of crime due to the lack of basic necessities. Legal Status- People who do not have proper legal documentation are denied access to subsidized housing programs.These individuals may qualify to stay in a homeless shelter, but would not qualify for housing programs.
I have chosen to address the problem of homelessness due to the staggering numbers of individuals who are affected. I want to create a program that is going to give individuals access to affordable housing, job skills training, and mental health services. I believe if people are given these resources, the more successful they will be in obtaining long-term housing. The program I wish to create would include a shelter that housing 600 indivuals nightly as well as 2 transitional housing programs.Each of these apartment buildings contains 100 apartments and half of these are 3 bedroom apartment homes that house families who have been displaced. My vision and goals are to keep families together. Children need a stable home environment and I feel that providing these types of services will help keep families together. I would like to have this program implemented and the apartments and shelter built within one year.
There are many contributing factors that cause homelessness. Many people may have low wage jobs that contribute to homeless.Some people may have substance abuse problems that contribute to homelessness. There are many other factors such as mental illness, legal status, and domestic violence that contribute to homelessness. In order to help the problem of homelessness, the contributing factors need to be addressed. People who have resources for substance abuse and domestic violence are more likely to receive services such as transitional housing. Support groups and counseling helps address emotional issues related to the social problem and better aids the client towards the recovery process.Homelessness has many consequences such as poor health and self-esteem for those who are affected by homelessness.
Homelessness is especially hard for children, as they lack education and a stable social environment. Having a stable home environment is essential for the development and emotional growth of a child. When homelessness occurs the homeless are the losers. They have no means of self-sufficiency or income to support themselves. The gainers are the rich, who highly tax the middle class to become rich. As long as there are rich, there will continue to be poor people.This unbalanced socio-economic society will continue to be so. Mission Goals and objectives- I have decided to name my program new beginnings.
My vision to operate a shelter as well as transitional housing programs. The mission statement that I have chosen for my organization is “Through opportunity and hope, a home is possible. ” The meaning of this mission statement is that my organization believes that everyone should be given the opportunity to have a home. Program Objectives- To reduce or eliminate homelessness by providing access to affordable housing and job skills.
In order to effectively identify the targeted social problem, client must have access to resources such as affordable housing, job skills, and health care. Our client’s will have access to health care and mental health services. By providing access to these services, our client’s will have a greater chance in their recovery. Client who are homeless or are about to become homeless, will qualify for services. We offer services to both individuals and families. The only disqualifying criteria for individuals would be if they have had a domestic violence, child abuse, or sexual abuse charge on their record.New beginnings is family oriented and provides shelter for children.
Watching out for the welfare of our client’s is top priority. By putting these eligibility rules in place, we are able to ensure the safety of our clients. The type of service delivery system that I have decided to implement would be a combination of both a centralized delivery system and an inverted hierarchy delivery system.
I want my organization to be client centered and I would like it to be structured. Since there will be more than one program site, I will need line staff, therapist, managers, and directors.All of these jobs serve a specific purpose within the organization and provide structure within the organization. My organization is also client centered and provides our client’s with the much needed resources and tools available for their successful recovery. New beginnings assist clients with applying for housing as well as preparing them for re-entry into the work force.
We also teach our clients personal budgeting and social skills. These are all essential components in order for our clients to become self-sustaining.Program Theory- Program Theory outlines and demonstrates how a program will identify the targeted social problem. This is how much it will cost to feed clients if operating at full capacity. The yearly costs to feed clients at the shelter would be: 1,095,000 We have had a very successful fund-raising event this year that has brought in revenue of 1,200,000. We had an auction at the governor’s mansion this year.
Through donations of things like jewelry another antiquities by local businesses, our organization was able to hold a charity auction and dinner fund raiser at the governor’s mansion. This event was a wonderful success in acquiring funds for our organization.After fundraising money has been accounted for, our total budgetary needs for the program are: 19,500,00 Benefits and services for program recipients- Clients at New Beginnings will have access to transitional housing as well as job skills training and mental health services. New Beginnings teaches clients important budgeting and social skills.
Teaching our clients these skills better prepares them for success in their new life. New Beginnings is a non-profit organization that receives funding from private organizations.We will be funded through both fund-raising and private grants.
In order to maintain stakeholder trust and confidence, we will provide detailed financial reports monthly and submit them to our donor sources. Along with provided these monthly reports, financial audits will be performed on a monthly basis to prevent misuse of any funds. The type of employees that I will look for will be highly credentialed and are able to work effectively in teams. Our Social Workers and Direct Support Staff all hold Bachelor’s degrees in Social Work.I have set forth rules and policies that employees must follow at all times and is as follows: 1.
Employees will maintain professional relationships with their client’s at all times. Under no circumstance may an employee become romantically involved with a client. 2. Employees must refrain from drug and Alcohol use while employed at New Beginnings 3. All client files will be kept confidential at all times according to HIPPA laws. 4. All employees will have personal conduct that is professional at all times.Employees are not allowed to harass fellow employees or clients.
New Beginnings has a zero tolerance policy for sexual harassment, drug and alcohol use, or work place violence. 5. Our client’s will be protected from discrimination at all times. Employees are expected to conduct themselves in a manner that provides a therapeutic and nurturing environment to our client’s 6. Client’s will be free from financial explotation, abuse, and neglect at all times. Employees who suspect or witness abuse are to report it to their immediate supervisor.Cases of Physical or Sexual abuse are to be reported immediately to Adult Protective Services or Child Protective services. 7.
Clients will be provided with a safe home-like environment. Employees are expected to provide supports to our client’s in the least intrusive manner possible 8. Clients will be provided with access to affordable housing, job skills, and health care. New beginnings will provide clients with the necessary resources for their successful recovery. In order to evaluate the success of our program, we will evaluate the success rate of clients placed in our program.If we have a good retention rate of both employees and client’s, our program will be successful.
Program success can be determined also by evaluating financial statements. If our organization continues to increase revenue yearly, the program will prove to be successful. Clients who are enrolled in a transitional housing program will have a higher success rate than those individuals who are not. In conclusion: Clients who are affected by homelessness will have a better success rate at becoming self-sustaining if they are provided with the proper tools and resources.Access to living wage jobs and affordable housing are key elements to program success. New Beginnings eliminate homelessness by providing access to much needed resources for their client’s. New beginnings will provide proof of this by brining success stories of those we have helped.
